Lead IT Project Manager

The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington, DC; San Francisco, CA; Chicago, IL; Atlanta, GA; Boston, MA; New York, NY; Philadelphia, PA; Dallas, TX.

Major duties include but are not limited to:

Serves as a Section 508 SME (subject matter expert) advising IT project managers on ensuring strict adherence to Section 508 compliance from project initiation through closure.
Develops and implements comprehensive strategies and policies to support agency-wide compliance with Section 508 and related laws. Provides guidance on establishing programs and processes to support digital accessibility more effectively and sustainably.
Maintains broad awareness of compliance program objectives, activities, and progress through executive level briefings, training programs, and communication tools that support transparency.
Provides expert guidance on incorporating digital accessibility compliance requirements into technology configuration, integration, and use in business operations.
Leads, organizes, plans, and manages the ongoing activities of the Section 508 Program Office team to ensure that (a) all DOL staff have sufficient training to support digital accessibility, (b) DOL employees publish 508 compliant digital content, (c) DOL technology integrates Section 508 requirements in every stage of the DOL System Development Life Cycle, and (d) Agencies focus on adopting digital accessibility best practices through continuous process improvement efforts.
Performs the full range of team leader functions, ensuring that the branch's strategic plan, mission, vision, and values are communicated and integrated into the strategies, objectives, work plans, and work products and services.
Provides guidance and mentorship to team members.
Oversees projects from inception to completion, managing all aspects of project management including planning, execution, monitoring, and closure. Regularly communicates project status, challenges, and achievements to both project teams and senior management, ensuring transparency and alignment with organizational goals.
Leads project review sessions and post-implementation evaluations to assess compliance, effectiveness, and areas for improvement in accessibility practices.
Provides expert guidance on how to effectively validate compliance claims through expert evaluations of such claims and by advising Agency IT support teams on how to conduct adequate functional testing.
Develops and delivers training and guidance materials on Section 508 standards and best practices to project teams, management, and relevant stakeholders to foster a culture of accessibility.
Collaborates with Section 508 coordinators across the federal government to promote a consistent approach to compliance activities.
Advises Federal staff on best practices when working with vendors and contractors to ensure that products and services procured meet Section 508 requirements, including how to correctly review vendor accessibility statements and testing reports.
Assesses compliance risks and provides expert guidance for development of mitigation plans.

Conditions of Employment
Must be at least 16 years old.
Must be a U.S. Citizen.
Candidate required to obtain the necessary security/investigation level.
Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Lead IT Project Manager, as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for this GS-14 position includes:

Experience supporting the communication and integration of Section 508 strategies, objectives, work plans, and work products into a team's daily activities.
Experience serving as a Section 508 SME (subject matter expert) advising IT project managers on ensuring strict adherence to Section 508 compliance from project initiation through to closure.
Experience supporting the development and implementation of comprehensive strategies, guidance, and policies to support compliance with Section 508 and related laws across a large organization.
Experience providing expert guidance on Section 508, accessibility laws, regulations, standards, and best practices.
There is no educational substitute to qualify at the GS-14 level.

This job does not have an education qualification requirement.

Additional information
This position is being filled through the Direct Hire Authority. Traditional rating and ranking of applications do NOT apply. Veteran's preference does not apply.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.

This position is at the Full-Performance Level (FPL).
