This is a full-time, represented LIMITED DURATION Learning and Development Specialist 2 position. expected to last through Mid-September 2026.

This Limited Duration position falls under the Learning and Development Specialist 2. The AA Rate Pay Range for this position is $5,232.00-$8,024.00 USD Monthly.
What you will do!
The Accessibility Trainer Learning and Development Specialist 2 will design and implement training and learning opportunities for OHA staff, contractors, community partners around accessibility of health systems, diversity, inclusion, and equity helping OHA achieve its strategic plan goal of eliminating health inequities in Oregon by 2030. Provide accessibility testing and evaluation, technical consultation and training on program design, policy development and collaboration strategies that support diversity and inclusion and promote health equity and eliminate racial and ethnic disparities. Provide expertise, consultation, and technical assistance to agency staff, managers, and program customers to solve testing, training, remediation, and development issues. Act as subject matter expert and provide oversight, technical support, and development for the learning management system. The position is a member of the Equity and Inclusion Division staff and serves as a technical assistance provider available for testing and developing training programs that effectively address racial and ethnic disparities in outcomes.

What we are seeking:
MINIMUM QUALIFICATIONS:
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment.
OR
Five years of work experience navigating accessibility solutions or designing, planning, and implementing organizational development strategies.
A bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
REQUESTED SKILLS
Demonstrated commitment to professional development around anti-racism, eliminating health inequities, culturally and linguistically appropriate services, civil rights, social justice, universal accessibility, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing, and resiliency-informed practices.
Extensive professional or lived experience using assistive technology.
Extensive experience with UX design principles and the role accessibility plays in the user experience.
In-depth knowledge of digital accessibility standards (WCAG, ADA, Section 508, etc.).
Solid foundation and understanding of HTML, CSS, and JavaScript as they relate to accessibility.
Highly skilled working with cross-functional teams and effectively communicate technical concepts to non-technical audiences.
Experience with accessibility auditing and testing processes.
Certification in digital accessibility such as Certified Professional in Accessibility Core Competencies (CPACC), Accessible Document Specialist (ADS), Certified Professional in Web Accessibility (CPWA), JAWS Certified, CommonLook PDF Certified Remediator (CLPCR), Trusted Tester Certification.
Experience remediating documents (Word, PPT, Excel, PDF) for accessibility.
Experience remediating websites for accessibility.
Excellent communication and presentation skills, with the ability to simplify complex topics for diverse audiences.
Working Conditions:
This position is in Portland and may require travel to Salem and around the state. Telework is an option for aspects of the work, as agreed upon with the AIE Manager. Requires frequent use of a computer and testing technology for prolonged periods to produce written documents, testing reports, and training courses. Must be willing to learn new technologies, especially remote-based learning programs and other applications. This position regularly works with internal and external groups composed of racially, ethnically, linguistically, disability and gender-diverse individuals.
