Duties

Major Duties - Duties quoted at the Full Performance level.

The incumbent serves as the Access Specialist and is committed to providing a welcoming and accessible experience for all visitors, regardless of ability. The Access Specialist position plays a pivotal role in achieving this goal by developing, implementing, and overseeing a comprehensive accessibility program.

Accessibility Program Management

Develops and maintains a comprehensive Accessibility Plan for the USBG, encompassing facilities, programs, services, electronic and information technology.

Oversees the acquisition and maintenance of assistive technologies (e.g., wheelchairs, audio descriptions), ensuring they are functional, readily available, and meet user needs.

Integrates accessibility considerations into the planning and implementation of Botanic Garden events, programs, and exhibits.

Develops and maintains communication channels with the local disability community, fostering ongoing dialogue and feedback.

Establishes partnerships with leading organizations in accessibility research and education to stay at the forefront of accessibility solutions. Collaborates with experts working to solve accessibility needs in the Garden.

Develops and delivers accessibility training for USBG staff and volunteers, empowering them to provide exceptional service to visitors with disabilities.

Visitor Service Support

As a member of the Visitor Services team, works to ensure a positive experience for all visitors.

Oversees Project Planning for Visitor Services Branch.

Functions as a Contract Officers Technical Representative (COTR) for procurements and contracts related to supplies, maintenance, and management.

The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or
A person who is currently an officer or employee of the Government of the United States.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must have been equivalent to at least the next lower grade level.

To qualify at the GS-09 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

Assists with development of accessibility plans for an organization to ensure that facilities are accessible to individuals with disabilities;
Acquires and maintains the acquisition of assistive technologies;
Identifies and address accessibility barriers; and
Knowledge of Universal Design principles to create an inclusive environment for visitors with disabilities.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

--OR--

Combination of specialized experience and education.

To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

Develops accessibility plans for an organization to ensure that facilities are accessible to individuals with disabilities;
Oversees the acquisition of assistive technologies;
Identifies accessibility issues and developing solutions to make physical and digital products and services more inclusive;
Experience applying Universal Design principles to create an inclusive environment for visitors with disabilities.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of specialized experience and education.

GS-09:Education may be substituted for specialized experience as indicated above. If using education to qualify, candidates must provide transcripts if selected.

Special Instructions for Foreign Education:

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.

Salary Range: $68000 - $107000
